The COP [Conference of the Parties] has put much emphasis on work for LDCs [least developed countries]. This agenda hinges on preparation of national adaptation programmes of action (NAPAs) that open the way for LDCs to inform donors of their vulnerability to climate change and of their adaptation needs. ... The work of preparing NAPAS is expected to be funded by the Least Developed Country Fund ... and supported by an LDC Expert Group composed of 12 members with wide-ranging experience in climate change and sustainable development.
